Abstract: During the process of fighting the COVID19 pandemic, China has proposed to the international community the initiative of jointly building a “community of common health for mankind”This is an important indicator of China's efforts of upholding genuine multilateralism and assuming more international responsibilitiesIt also reflects China's expectations of building a reliable line of defense to ensure public health security and promote global peace and development along with the international communityThis paper tries to sort out the theoretical sources of the community of common health for mankind, clarify the practical foundation for this initiative to be implemented, and thereupon discuss the practical significance of this initiative to China's diplomacy and specific measures to facilitate its implementation, with an aim to provide necessary theoretical support for facilitating the transformation of this initiative into a policy

摘要： 在抗击“新型冠状病毒肺炎”的过程中，中国向国际社会提出了共建“人类卫生健康共同体”的倡议。此举是中国坚持真正的多边主义、承担更多国际责任的重要体现，也是中国希望与国际社会一同构筑公共卫生安全的可靠防线、促进全球和平与发展的期待。本文尝试通过对人类卫生健康共同体的理论缘起进行梳理，明晰该倡议得以构建的现实基础，据此探究该倡议对中国外交的现实意义与推进该倡议构建的具体措施，以期为实现人类卫生健康共同体从倡议到政策的顺利推进提供必要的学理参考。
