Abstract: Policy exclusion indicates a process and state that the policy agents exclude, intentionally and unintentionally, the members of society or social groups, who are supposed to enjoy the policy benefits, from the policy benefit scope by employing the policy means, so that these members of society or social groups fail to enjoy certain kinds of rights and social opportunities in consideration of the standard of Justice, policy exclusion can be divided into positive policy exclusion and negative policy exclusionThe positive policy exclusion should be vigorously boosted by government and societyThe two types of exclusions may be transformed reciprocally under certain conditionsThe negative policy exclusion should be actively prevented and treated by government and societyAnalysis of frame directly to the object of attention to the excluded group policy exclusion， indepth study by the process and mechanism of exclusion object interest exclusion，This approach has the category of different analysis with social exclusion, the policy of discriminating，policy distribution, social equity, providing a new perspective for the deep causes and governance path revealing social justice issues

摘要： 公共政策排斥，是指政策主导者通过显性或隐性的政策安排，自觉或不自觉地将部分社会成员或社会群体排除在政策受益范围之外，使其未能享受某种权利和社会机会，实现对社会价值进行分配的过程。依据是否公正的价值标准，公共政策排斥可分为政策正排斥和政策负排斥两种类型。这两种排斥在一定条件下可以相互转化。政策排斥分析框架直接把关注对象投向被排斥群体，深入地研究被排斥对象利益被排斥的过程及形成机理，这种研究视角具有与社会排斥、政策歧视、政策分配、社会公平等分析框架所不同的分析范畴，为揭示社会公正问题的深层成因与治理路径提供了一个新的视角。
