Abstract: In today's world，where all nations strive hard to have a bigger say on the international arena，China still faces many disturbing dilemmas.For the purpose of enhancing this country's international discourse power，we must carry out a sophisticated top-level design of China's public diplomacy system from multiple perspectives.Only by so doing can we better achieve，maintain and expand our national interests.

摘要： 在国际话语权竞争日趋激烈的当今世界，中国在话语权问题上仍存在着多重困局。着眼于提升中国的国际话语权，唯有对中国公共外交体系的构建从多个方面进行精巧的顶层设计，方能更好地实现、维护和拓展中国的国家利益。
