    Achieve Three Transformations and Deepen the Income Distribution System Reform

    To deepen the reform of China's income distribution system,we need to achieve three transformations: 1) the transformation from the makeshift policy of “Let some citizens prosper first,” launched at the beginning of reform and opening up,towards a more populist approach of “Let the majority of the people prosper together;” 2) the transformation from “low incomes,low commodity prices” towards a greater dependence on technological and management innovation whereby to raise workers' incomes and the prices of some farm produce and resourcetype products step by step and in a differentiated way; and 3) the transformation from income redistribution to first-time income distribution and wealth redistribution.The current focus of reform should be on resolving the problem of some citizens' unfairly excessive possession of wealth.

    Supervision of Government Revenue under the Democratic Culture: from Participation to Governance

    If we examine the issue of government revenue from the perspective of consultative democratic culture,we would find that the degree of a revenue supervision system's completeness is closely associated with the multiplicity of government revenue activities'participants.Government revenue supervision is,rather than independent of general management,an activity based on controls exercised to fit the need of a relationship of government revenue's trustee liability.Therefore,the key to constructing a complete government revenue supervision system is to promote supervision-based revenue based on participatory governance.Budget supervision as a most effective instrument of controlling governmental operations will contribute much to the fostering of a democratic climate in China.

    The innovation of social management in China is essentially an important aspect of socialist modernization effort.Within the scope of real life,civil society in its narrow sense,as an important outcome of Western modernization,is of partial relevance to the concept of “society” in the Chinese context.The main values of civil society are not fundamentally consistent with the values required by the innovation of China's social management,and only have some subsidiary uses for us.The essential spirit of civil society's values is to put the free autonomy of individual citizens first,and thus is heterogeneous with core values of innovation of Chinese social management,which gives priority to the “overall” wellbeing of the Chinese people in its entirety.Therefore,the significance of the values of civil society to social management innovation in China is nonessential.

    Men are both rational and emotional animals,but they are first of all emotional ones.Mainstream Western economics,with a lopsided rational-man hypothesis as its basis,has led to a series of logical and historical self-contradictions.Karl Marx,on the other hand,developed the theory of emotional activities wherein he raised the concepts of emotional awareness and emotional needs.Through that theory,he elevated men's emotions from the ontological level to the level of the theory of practice.One of the important challenges for the current-day construction of Chinese economics is to free human emotions from the constraints of reason,build economic studies on the basis of genuine human nature and,under the guidance of Marx's theory of emotional activities in combination with China's cultural tradition and real-life needs,develop a Chinese economics with emotional characteristics.

    Is Communism a Regulatory Notion in the Kantian Sense?

    To defend the theory of communism from being interpreted wrongly,some scholars propose that Karl Marx's concept of communism be defined as a regulatory one in the Kantian sense.After a close inquiry,the author of this essay has come to believe that this will unavoidably lead to the following consequences: 1) It will nullify Marxist philosophy's fundamental purpose of exploring social reality as a whole;2) it will cover up Marx's and Kant's different understandings of “man as a limited being”; and 3) it will eliminate the difference between the concept of communism and the regulatory nature of Kan'ts idea in terms of the implications of transcendentality.Hence the inadvisability to confuse Marxs concept with Kan'ts notion.

    The Two Dimensions of Practical Dialectics and the Relationship between Them

    From the very beginning,practical dialectics was raised and expounded on as an important component of practical materialism and an intellectual outcome of the critique and transcendence of “materialist dialectics” as seen in conventional textbooks.In the study on dialectics since the country embarked on the New Period,researchers have been sharing a similar interest in practical dialectics.However,due to different choices of texts and frameworks of interpretation,certain divergences do occur.This essay,based on a close reading of Manuscripts in Paris and The German Ideology,finds that in the context of Karl Marx's times,the dialectics on the alienation of labor and that on the alienation of association are the two dimensions of practical dialectics.They provide support for,and feed a great deal on,each other,forming the very staff of historical dialectics.There isn't a rupture in Marx's dialectical thought.On the contrary,it fully demonstrates the inevitable interaction between the valueoriented principle and the purely scientific principle in man's real-life operations.

    On the Strategic Framework and Priorities of China's Soft Power Construction with“Resource-Capacity”as an Analytical Framework

    Today,national soft power(NSP)construction has risen to the strategic height of China's overall development.Making reasonable orientations,better adjusting the focus of China's NSP construction strategies,and setting priorities according to the current state of international competition and inherent requirements of China's growing into a global power,are crucial to upgrading the level of China's NSP construction via its late-development advantage.The basic framework of China's NSP construction strategy is two fold.One is the setting of the strategic targets,and the other the launching of main strategic initiatives.Under the resource-capacity analytical framework,the main strategic initiatives of China's NSP construction strategy include soft power resourceexploiting strategies and the strategies for building the resource utilization capacity.In selecting the priorities of China's NSP construction,China should focus on urging the ruling party,the government and the general public to transform their values and on comprehensive institutional innovation whose possible major breakthrough should be the reform of the political system.It should enhance national cohesion at home and increase mutual trust in the international community,in order to achieve maximum effectiveness of its NSP construction.

    Over recent years,a series of complex changes have occurred in China's periphery,posing a potential threat to it.While on the whole its peripheral security situation remains stable,China faces some severe challenges on its eastern and southern territorial seas in traditional security terms.How,then,shall we respond to this new situation? This essay maintains that,while continuing to construct our hard power,we should take further measures to boost our soft power in our periphery.Under current circumstances,we should try especially hard to increase our agenda-setting ability in associating with countries and areas surrounding China,and strengthen our diplomatic elite's discourse right in China's foreign policy.

    The Fact-insensitive Principle-on Cohen's Critique of Rawlsian Constructivism

    As an influential representative of contemporary western Marxism,Cohen claimed that Rawls justice principle should not be seen as a fundamental one,for the procedures the latter had designed to establish it have to depend on general facts.Luck egalitarianism is more fundamental in the sense that they are factsinsensitive.The chief emphasis of responses to Cohen's critique is that “the more basic principles could be methodological principles instead of normative ones which consist of substantive contents.” However,arguments based on this position are prone to induce ever-cycling debates between “methodological” and “normative,” and we can give a defense from another perspective: Cohen insisted that what he explored is the logical structure of beliefs and that the fact-insensitive principle should be grasped at the logical rather than empirical level,but in fact he didn't carry through this proposition and the fact-insensitive principle he actually held is still factsrelated in some way.

    Reexamining the Goal of Moral Education

    The goal of moral education decides why we start conducting it at all and where it will lead the educated young.It influences or even determines the entire process of education.The stereotypical mechanism in contemporary China's moral education has stifled the inner vitality of the educated young.Besides,while educators are driven to short-term action by various practical considerations,the educated themselves are no less prone to adapt readily to the influence of the stereotypical mechanism.Combined together,these two forces have caused moral education to err from its intended destination.To solve this problem,we must find out about the dual properties of the goal of moral education and the connection between them.Only in this way can we find a wholesome definition for moral education,interpret the goal of the New Perio's moral education correctly and,through constructing a healthy public life based on the principles of justice and fairness,create fertile soil for the blossoming of moral education.
