Abstract: It has always been China's strategic need to shape a stable surrounding environment.The great changes in a century have not only brought unprecedented opportunities to the surrounding areas, but also made the surrounding areas face new challenges. To do a good job in neighboring diplomacy, we need to reposition the neighboring regions to clarify their strategic value. At present, neighboring diplomacy is facing the challenges such as the deterioration of the surrounding diplomatic environment due to the adjustment of the U.S. policy toward China. Reshaping the regional production network in the digital age. The increase in the population of countries with a population of 100 million in neighboring regions brings about conflicts between countries and the diminished spillover effects of economic diplomacy. To cope with challenges, China can adopt strategies to improve China's ability to shape the surrounding geoenvironment and the supply of regional public goods, adhere to transpositional consideration, multilateralism, and landsea coordination.
