摘要： 中国近年出台了多种类型的区域规划，区域类型越来越多样化，包括行政区、地域经济区、功能经济区、主体功能区等。与传统的东、中、西三大地域板块的划分以及经济发展差距导致的区域矛盾相比，当前中国的区域冲突呈现出多元化和复杂化特征，主要表现为地域经济区之间、功能经济区之间、行政区与地域经济区、行政区与功能经济区之间的利益冲突以及国家主体功能区规划与行政区的利益冲突等。为协调各类区域和规划之间的关系，推进“一带一路”建设、长江经济带等“串联式”区域发展规划，需要加强区域“中间组织”和协调机构建设、启动区域性立法、适度调整行政区划以及推动区域政策的精细化和区域决策的民主化。

Abstract:

China has introduced various types of regional planning in recent years, and its regional types are more and more diverse, including administrative area, regional economic zone, functional economic zone and main function area. Compared with the traditional eastern, central and western three regional plates, as well as the regional contradictions caused by the economic development gap, the regional conflicts in China has shown the characteristics of diversification and complexity. To coordinate the relationship between various regions and planning, and to promote the “the Belt and Road” construction, the Yangtze river economic belt and other “tandem” regional development planning, we need to strengthen the regional “intermediary” and coordinate mechanism construction, start the regional legislation, appropriate adjustment of administrative divisions. We also need to promote the refinement of regional policies and the democratization of regional decisionmaking.
