摘要： 目前关于地方政府对外参与的研究，将地方政府的能动性和自主性或是过高的估计，或是相对淡化其自身的能动性，侧重强调中央分权的外部激励因素。本文认为在对地方政府的对外参与进行研究时，我们应该注重对地方政府自身能动性的分析，注重分析地方政府自己在争取中央授权和对外参与过程中的主动积极性。为此，本文提出了一个以话语研究中的叙述为基础，以实践进程为解释路径的理论分析框架，着重分析了地方政府作为一个“有限参与行为体”在参与次区域合作中的施动进程和自身的动力因素，并以广西参与泛北部湾经济合作为例进行经验验证。

Abstract: The current research on the local governments foreign participation, researchers often  overestimate or relatively dilute its autonomy and initiative while focus on the external motivators of decentralization. This paper argues that when we study the local government s Foreign participation, we should focus on the analysis of the local government s own initiative and its fundamental motivation in striving for the central authorization which involved in the process. To this end, this paper proposes a theoretical framework which is based on narrativebased discourse study and practical process, analyzing the local government s agency and its own power factor as a ‘limited participation actor’ when  participating in subregional cooperation. The paper takes the Participation of Guangxi in the PanBeibu Gulf Rim Economic Cooperation as a study case.
