摘要/Abstract

摘要： 政权更替、政权类型以及与政权紧密相关的军事利益集团对结盟政策产生影响。政权更迭后执政者优先考虑的是政权的生存、安全及合法性,而同盟是迅速满足这些需求的手段之一,两者存在互动。同盟承诺的成本影响同盟承诺的可信性,不同政权类型提供了对同盟承诺可信性的不同预期。军事利益集团通过提供较为清晰的本国、盟友及对手的军力实际情况与军力配置比较,通过军事利益集团内部与外部博弈、权衡,在结盟政策中发挥其不可替代的作用。

Abstract: The author observes that regime changes,regime types and military interest groups that are closely related to the regime may influence alliance policy.Upon a regime change,the survival,security and legitimacy of the regime becomes the priority of the rulers,and alliance is one of the efficient means to satisfy this needs.These two are of interactive relation.Creditability of alliance commitment is affected by the cost of alliance commitment,and different regime types provide different anticipations for the creditability of alliance commitment.Military interest groups are able to provide the precise military situation of the home state,the ally and the rival along with a comparison of their military configuration.Thus,the military interest groups play a crucial and indispensable role in policy-making concerning alliance through internal and external gaming and trading-off.
