Abstract: To establish new types of industry-agriculture and urban-rural relations it is important to ensure that policy-making be aimed at coordinated harmonious development of integrating industry and agriculture and covering both urban and rural areas.The author points out that promotion of economic cooperation organizations in the rural area along with policies of timely help biased to the disadvantaged can be an effective way to safeguard the position of the peasants.In addition,unification of the financial and administrative systems in urban and rural areas,increasing the benefits of the land to add to the peasants’ property income,increasing the peasants’ share of transfer expenditure to raise the income of the migrant workers,intensifying the reform of favorable taxation policies towards the peasants and so on may eventually lead to a more favorably biased distribution of the national income to the rural area,agriculture and the peasants As far as the distribution of resources is concerned.
