国际气候政治的中国困境——一种微观层次的梳理

摘要/Abstract

摘要： 中国的世界政治经济影响力、温室气体排放需求决定了其在国际气候政治中的重要地位。中国在当前国际气候政治中面临着国际期待加大、既往策略失效、集团分化、"拖后腿"国家转型、非政府舆论、碳关税等诸多压力。中国应坚持强调人的发展权、人均历史累积排放权、贸易双方共担碳责任等短期国际立场,并着眼于构建国家低碳战略的长期应对措施。

关键词: 国际气候政治, 中国困境, 政策选择

Abstract: China’s influence in the world politics and economy and her needs for GHG emissions lead to her important position in the international climate politics.China is now under the pressure of many problems in the current world climate politics given rise by the increasing international expectations,the invalidity of previous tactics,the splitting of G77 and China,the transformation of "drag-on" countries,non-governmental public opinions,the carbon tariff and so on.In the near term,China should respond by emphasizing human development rights,accumulative per capita emission rights,and shared carbon responsibility between traders.In the long run,China should be dedicated to developing measures of constructing low-carbon national strategies.
