Abstract: The civil society is an important force in modern public administration.It influences the effectiveness of public administration with its inherent values and functions.It has a great potential capacity in maintaining public values,promoting democratic administration,enhancing economic development,and realizing social harmony.Making the civil society have its full play in public administration is a strategy chosen by the government of various countries.It is an indication of the government’s administrative competence.
