摘要/Abstract

摘要： 实现发展权利,是与反贫困密切联系在一起的;如何尽可能公平地分享全球化的成果,消除极端贫困和饥饿,也是联合国“千年发展目标”的首要任务;反贫困并不是简单的救济行动,而要求在国内国际两个层面推进改革,提高穷人摆脱贫困的能力;而在减贫能力供给不足的地方,势必存在某些制度性的缺陷,这些问题必须引起高度重视。

关键词: 发展权利, 反贫困, 千年发展目标, 能力供给

Abstract: The right to develop is related to the struggle against poverty.It is also the priority of the UN project of "Development goal for a millennium" to eliminate extreme poverty and famine and to let all the peoples in the world enjoy a fair share of the accomplishment of globalization.The struggle against poverty does not simply mean almsgiving.Instead,it requires a reform at home and abroad to empower the poor so that they may develop the capacity to get rid of poverty.The author claims that insufficient attempts to empower the poor indicate signs of a defective system,and emphasizes that this problem deserves our full attention.
