The Communist Party of China, chiefly represented by Mao Zedong, combined the theory of the dictatorship of the proletariat with the specific realities of China. In the debate with the KMT and the national bourgeoisie, the upper pettybourgeoisie and its intellectuals, they set up “ People's Democratic Dictatorship. This issue is based on a major ideological issue set to change the destiny of the people, consolidate the regime, and maintain the longterm security of the country. It concerns both the state and the government. This issue adopts threedimensional advancement methods such as policy adjustment, public opinion counterattack, and multimedia focus, so that the founding of the Communist Party of China has become a value consensus recognized by all sectors of society and has risen to the country's fundamental political system. The Civilization Meaning of the Community of Human Destiny Sun Mingxia 2020, 54 (4):  15-24.  DOI: Abstract ( )   PDF (6804KB) ( )   The community of human destiny has profound civilizational implication, and it is an important plan for the transition of modern human society from capitalist civilization to socialist civilization in pursuit of human liberation. In the era of capital globalization, the dilemmas of economic development, the deficit of global governance, the hegemony of cultural colonization, and the reaction to counterglobalization indicate that the confrontational characteristics of capitalist civilization make it difficult to sustain it. Therefore, the construction of the community of human destiny must also be a realistic unfolding process of socialist civilization. Compared with the civil society principles of the capitalist civilization and its selfinterest logic, the community principles of the socialist civilization and its public logic are the civilized attributes of the community of human destiny. The community of human destiny is not a utopian vision, but has a certain reality. If it is said that the public logic of socialist civilization has theoretical possibilities in the theoretical process of Marx's critique of the private logic of civil society, then the public logic of socialist civilization has also gained objective reality in the practice and development of the global public sphere. In the process of transition from capitalist civilization to socialist civilization, the community of human destiny can effectively activate the reasonable factors of Chinese traditional civilization, thereby providing Chinese wisdom and Chinese solutions for the transformation of human social civilization. The Chinese Characteristics of HUAWEI's ESOP and Its Mechanism for Enterprise Innovation Li Yun1, Jia Yajie2 2020, 54 (4):  25-38.  DOI: Abstract ( )   PDF (9822KB) ( )   The phenomenon that HUAWEI enterprise, as a private enterprise, has the most competitive productivity by means of implementing the collective labor incentive system with the virtual ownership of the employees and the distribution mode of sharing the surplus of the enterprise reflects the Chinese characteristics in the process of socialist economic practice, and also the practical basis of Xi Jinping's socialist economic thoughts with Chinese characteristics in the new era. For this reason, this paper starts with proposing that Huawei's ESOP(employee stock ownership system) embodies the features of private enterprises with Chinese characteristics: first, it implements the means of ESOP, employees hold shares jointly through the union and share the profits of the enterprise in the form of virtual shares, realizing the real labor incentives; second, it implements the multilevel and organic system of labor incentives in the process of ESOP practice, that is to say, the whole incentive is carried out on three levels of technical labors, management labors and operation labors integratedly, while the key incentive is also carried out in different levels. Furthermore, the author holds that the attractive mechanism, collective mechanism, accumulative mechanism and withdrawal mechanism formed by the ESOP of Huawei through labor incentives also facilitate the enterprise innovation force in its operation and function process. Among them, the ESOP promotes the talents  introduction mechanism more effective, thus forming a strong attraction force for innovative labors; the ESOP develops the formation of the collective mechanism and accumulative mechanism of the enterprise innovative labors, thus accelerating the collective innovation force and also maintaining the sustainable innovation force of the enterprise. In addition, the withdrawal mechanism of Huawei's ESOP ensures the replacing force of innovation and development of the company. The idea of the modernization of state governance inspire us to reexamine the state theory in the classic works of Marxism from a new perspective. The Civil War in France is a document summarizing the valuable experience of the Paris Commune, which contains rich theoretical resources of state governance. From the experience of the Paris Commune, Marx found a form of proletarian regime that replaced the bourgeois state machine, and made a preliminary interpretation and regulation of Marxist state governance. Social selfgoverning is the core content of Marxist state governance thought. In the The Civil War in France, Marx completed the transformation of the governance concept from state rule to social selfgoverning through the reconstruction of the relationship between the state and civil society. Based on this, Marx turned to the critique of ownership behind civil society, and found the roots of state alienation from the perspective of historical materialism. On Modern Individual Freedom and Human Emancipation——Understanding the Modernization of National Governance System through On the Jewish Question Li Lingjie 2020, 54 (4):  48-54.  DOI: Abstract ( )   PDF (5085KB) ( )   In the famous controversial article On the Jewish Question, Marx criticized Bauer's argument on the Christian state and human rights. Critically accepting Bauer's understanding of religion, Marx interpreted the religious problem in German as a theologian expression of modern politics. Moreover, he transferred it to the field of relation of modern state and bourgeois society which cultivated this religious consciousness. As a result, the real Christian state was the completion of modern political state. The freedom it gave to its member was of pure form. Thus, religion degraded to the private intensified this phenomenon. What caused this consequence was that the political modern state onlyachieved political emancipation, not human emancipation. China's Interests in Northeast Asia:Controversy, Consensus and Transcendence Wang Junsheng 2020, 54 (4):  55-64.  DOI: Abstract ( )   PDF (7039KB) ( )   Northeast Asia is a peripheral subregion with strategic significance to the rise of China. The perspective of national interests is the primary starting point for studying Northeast Asia. At present, domestic scholars have less direct discussion on China's interests in Northeast Asia and the relevant results seem to be general and controversial. Western scholars mostly analyze the issue from the perspective of competitiveness, the angle of hegemony in particular. Based on the above situations, China's important documents, leaders' statements and authoritative scholars' viewpoints, the paper puts forward the China's national interests analysis perspective, which includes the trinity of  sovereignty, security and development . In this way, China's interests in Northeast Asia are mainly composed of six aspects: national territorial integrity, equal participation in international affairs, military security, political security, national security and economic development. Among them, the main goal of China's interest maintenance is to enhance its position in the system and create a more favorable environment for China's sovereignty, security, and development. The greatest constraint is the alliance between the United States and the countries concerned against China. Therefore, China should adopt more active diplomatic actions, and properly handle the US factors through the establishment of SinoU. S. A Review of Job Guarantee Theory and Its Controversy in the Modern Monetary Theory School Jia Genliang, Chu Shanshan 2020, 54 (4):  65-75.  DOI: Abstract ( )   PDF (7671KB) ( )   The modern school of monetary theory believes that since the sovereign currency government is not restricted by financial capacity, it can achieve full employment while achieving price stability through the Job Guarantee program. Due to the weakening of traditional monetary policy and the US Democratic Party's leftwing forces citing its theory to vigorously advocate and publicize the “Green New Deal”, this theory has recently caused fierce debate. This article makes a comprehensive review of the existing research and related debates on employment security theory, and further elaborates the “labor standard” named by Randall Ray, the main representative of the school, based on his employment security system and monetary system theory. This article argues that although there is an inherent contradiction between full employment and the capitalist system, the Job Guarantee program can also be implemented in a limited way as a nontrivial move to alleviate sharp class conflicts in society. The plan is basically in line with the socialist system with Chinese characteristics, so it can become the normal institutional design in China. Financialization of the French Economy and the Rise of the “Yellow Vest Movement” Wu Haibao 2020, 54 (4):  76-87.  DOI: Abstract ( )   PDF (8717KB) ( )   Since the 1980s, developed capitalist countries have undergone a transition to a development model characterized by “financialization” in the process of responding to the stagflation crisis. This kind of transformation in France shows the characteristics of sluggish real economy, hollowing out industry, virtualization and debt. The financialization of the French economy has brought about a series of social problems, such as a decline in the income of ordinary people, an increase in unemployment, a reduction in social welfare, and an increasingly impoverished life. The “Yellow Vest Movement” is the total outbreak of this kind of social contradiction backlog to a certain extent. It is an inevitable product of the “financialization model” of the French economy. The “Yellow Vest Movement” exposes the huge social division caused by the financial capital; exposes the crisis of neoliberal ideology and policy system; exposes the historical limitations of capitalist representative democracy. In terms of tapping ideological and political education resources, natural science courses in colleges and universities can start from the angle of course attributes, teaching content, teaching methods and teaching subjects of natural science courses. There are problems such as in the existing natural science courses, emphasis is placed on the teaching goal setting of knowledge and skill goals, neglecting value goals, the teacher's consciousness and ability to train people need to be strengthened, teaching methods emphasize logical deduction, neglecting value guidance, and teaching evaluation emphasize knowledge skills,  assessment ignores the problems ofideological value shaping and so on. The Theoretical Characteristics of Alain Badiou's Philosophy of Event ——An Investigation Based on Phenomenology and Historical Perspective of Marxism Yuan Bei 2020, 54 (4):  104-112.  DOI: Abstract ( )   PDF (6381KB) ( )   In the contemporary context against traditional western metaphysics, our common preference for theoretical traits such as contingency, possibility, and inconsistency, makes Badiou's thinking about  evental  inherently consistent with phenomenological thinking which begins with Husserl about  phenomenal. However, from Husserl to Heidegger, they have not eliminated the subjectivism in modern western philosophy since Descartes, so their subversion of metaphysics is not complete. For Badiou, on the one hand, he aims to eliminate the subjectcentered logic of traditional metaphysics but to avoid following in Althusser's steps. Especially, he emphasizes that the subject is constructed by event, thus interfacing with the new phenomenological movement represented by Marion in contemporary France. On the other hand, due to the positive inspiration of Marxism, Badiou gives the concept “event” the meaning of liberation of the subject that subverts the structured manipulation of the logic of capital.
