The Relationship between Identity Politics and Liberalism under the “Crisis of Democracy” in the West

Faced with the “crisis of democracy” manifested by the rise of right-wing populism in European and American societies since 2016, some Western liberal scholars have proposed an explanatory framework centered on the “double alienation of liberalism”. They attribute the crisis of liberal democracy to the “alienation” resulted from identity politics, and advocate eliminating its influence and restoring liberalism to its former state. However, a historical examination of the relationship between liberalism and identity politics reveals that identity politics did not emerge as a sudden “alienation” in the 1970s; rather, it resulted from the postwar Western left adopting the dominant liberal narrative reshaped by liberals during the Cold War. The subordination of identity politics to liberalism determines that identity politics is not the root cause of the “crisis of democracy” but a symptomatic manifestation of liberalism in crisis. Rather than seeking to “restore” liberalism, the fundamental way to change the status quo is to envision and practise a path of institutional innovation that fundamentally transcends liberalism.

The direction and structure of systems for higher education disciplines are determined by national strategic needs. In the early period of New China, security issues were prioritized in national strategy, shaping an industry and defenseoriented discipline system tailored to the “war and revolution” era and characterized by a strong focus on preparedness for conflict. Following the reform and openingup, economic development took precedence in national strategy, leading to the expansion of disciplines such as economics, management, foreign languages, computer science, and derivative technologies to meet the demands of an exportoriented economy. A discipline system oriented towards “opening up, development, and stability” gradually took shape. In the new era, as China transitions from a large nation to a strong one, the national strategy has shifted to “coordinating development and security”. The discipline system must now not only cater to the demand for talents driven by the “new four modernizations”, the latest technological revolution, and industrial transformation, but also serve national security strategy. Efforts must be made in higher education to address security threats and risks in an era of majorpower competition, achieving selfreliance and strength in technological innovation, talent cultivation, and discourse systems. Guided by the strategic needs for coordinating development and security, the latest adjustments to the discipline system emphasize the strategic direction for scientific and technological structural reform, highlight the construction of “four new disciplines”, strengthen interdisciplinary, emerging, and foundational disciplines, and build an independent knowledge system for Chinese modernization. Disciplines centered on “comprehensive security”, with national security studies at their core, are witnessing new development opportunities. As a topdown established discipline, national security studies, guided by the holistic approach to national security, initially form a “threeinone” systematic framework. Its further highquality development requires clear leadership responsibilities, strong institutional coordination and support, and robust internal and external institutional mechanisms, which are essential for establishing a mature intellectual tradition and an academic community dedicated to national security studies.

Being responsible is a political quality that political parties, especially ruling parties, should possess in modern democratic politics. With the continuous expansion of globalization, the connotation of political party responsibility has further extended into the international arena. Against the backdrop of an increasingly prominent deficit in global governance, political parties should shoulder greater responsibility to improve global governance, and strive to become leaders in guiding the direction of global governance, cultivators of forces for global governance, and promoters of the global governance process. As a responsible major party with a 100year history, the Communist Party of China has creatively put forward a series of new concepts and initiatives on global governance. Through its active efforts, it has played an exemplary and leading role, built broad consensus, and proactively established platforms and mechanisms for exchanges and cooperation among political parties worldwide. In doing so, it has robustly fulfilled its responsibility as a political party in global governance and fully honored its solemn commitment to seeking progress for humanity and the common good for the world.

World politics research aims to explain the basic nature and institutional changes of international relations and domestic politics. The current international order is tending towards being equal, while hegemonism and power politics are becoming increasingly unpopular. The reasons are presented as follows. From the perspective of world politics research, first, technological revolution, the struggle for recognition, and the promotion of industrial transfer are the fundamental driving forces for the evolution of the international order. Second, the changes in the power structure among countries and the rise and fall of trends of political thought are the direct driving forces for the evolution of the international order. And third, international political struggle is the basic mechanism that shapes the rise and fall of trends of political thought, which are transformed into international order and norms; it specifically includes three basic modes of interaction: advocacy by the leading country, learning and socialization, and political compromise.

It analyzes the theories of context and cultural behaviors, reveals cultural capital and new dimensions of thought that symbolize the capital. It then explores the character of introspection among the academic circle and therefore offers further analysis on the unique relation between physical view and poetic spirits.
