Abstract: To raise the quality of people’s life is an internal requirement of the. scientific concept of development and an indispensable element of a well-off society. The steady and general improvement of people’s life is not only a requirement of the "people first" scientific concept of development in building a well-off society, but also the essence of the ideas of all-round development, coordinated development and sustained development embodied in the scientific concept of development. Moreover, it means actualization of "the five overall-plannings" in social economic development guided by the scientific concept of development.

摘要： 人民群众生活质量的提高是科学发展观的内在要求,也是全面建设小康社会不可或缺的方面。人民群众生活质量的稳步与普遍提高,不仅是科学发展观"以人为本"在全面建设小康社会中落实的必然要求,而且也是科学发展观的全面发展、协调发展、可持续发展三者的根本体现,更是科学发展观在经济社会发展实践中必须做到的"五个统筹"的具体落实。
