Abstract: This article applies key concepts in International Political Economy (IPE) and Public Policy to view two of the more prominent issues in considering China’s energy security today:import of energy from abroad and external conditions for Chinese energy industries to enter foreign markets. It argues that policy making should go beyond the management of energy (in particular, oil) import alone and turn concern over the supply aspect of China’s energy security into an impetus for mastering the country’s interactions with the rest of the global political-economic systems.

摘要: 本文从国际政治经济学和公共政策学的基本概念出发,审视维护中国能源安全课题中最受关注的原油进口和中国石油企业在境外开发原油资源的问题。认为,维护中国的能源安全的思路应该超出能源(尤其是石油)进口问题本身,进而将对能源安全的忧虑转变成主动驾驭中国与国际政治经济体系互动的动力。
