Abstract: The innovation of social management in China is essentially an important aspect of socialist modernization effort.Within the scope of real life,civil society in its narrow sense,as an important outcome of Western modernization,is of partial relevance to the concept of “society” in the Chinese context.The main values of civil society are not fundamentally consistent with the values required by the innovation of China's social management,and only have some subsidiary uses for us.The essential spirit of civil society's values is to put the free autonomy of individual citizens first,and thus is heterogeneous with core values of innovation of Chinese social management,which gives priority to the “overall” wellbeing of the Chinese people in its entirety.Therefore,the significance of the values of civil society to social management innovation in China is nonessential.

摘要： 我国社会管理创新在本质上是社会主义现代化建构的一个重要方面。作为西方现代化之重要成果的狭义的“公民社会”，在实践范围上与我国社会管理所说的“社会”具有部分相关度；公民社会的主要价值理念，在根本方向上与我国社会管理创新所需要的价值理念不相符合，只是在我国社会管理创新的次要目标上具有补充和辅助的借鉴价值；公民社会的价值观的实质精神是公民个体的自由自主价值至上，对于我国社会管理的根本价值观——人民群众整体的“社会”福祉优先是异质的，对我国社会管理创新的意义是非实质的。
