Abstract: In response to the increasingly severe issue of global refugees in the new century,the international society has established a series of mechanisms for refugees,and much progress has been made in refugee assistance.However,since there exist remarkable differences among various countries in terms of the law,the common practice,and recognition of sovereignty,and because of the lack of refugee participatory mechanisms,much need to be done before the refugee problem can be solved.The international society should jointly promote the consensus on international cooperation in the global refugee regime.

摘要： 进入新世纪之后,国际社会所面临的难民问题日益突出。虽然国际社会已经建立了一系列的国际难民机制,并在全球难民救助问题上取得了较大进展,但由于各国在该问题上仍存在难民法规、惯例、主权认知上的差异和分歧,加之难民参与机制缺乏,全球难民形势得以根本缓和的前景仍不乐观。国际社会应共同推动难民问题合作共识,进一步完善难民法规及救助机制,做到治标与治本并重。
