欧盟对非援助政策新变化探析*

摘要：

新世纪以来，由于非洲的安全局势依然不容乐观，更重要的是发展与安全相关联的观念得到欧盟的普遍认可。因此，欧盟调整了发展援助政策，使其与安全挂钩，并向安全化的方向发展。欧盟认为唯有稳定的安全局势和国内环境才能推动非洲经济与社会的发展。欧盟对非发展与安全相关联的援助政策体现了其引领非洲安全建设、更加注重非洲自主性以及发展与安全政策交互性和目标一致性增强三个特点。欧盟通过非洲和平基金及稳定工具等援助机制开展了多项对非发展与安全相关联的援助，取得一些积极成果。但依然存在核心政策制定被欧盟主要成员国主导、对非安全局势贡献有限及援助缺乏持续可靠资金来源等局限。

Abstract:

Since the new century the security situation in Africa remains not optimistic and the concept of DevelopmentSecurity Nexus was widely recognized by EU’s members EU has to adjust its ODA policy, linked with security and driven towards to securityoriented directionEU believes that only stable domestic environment can promote the economic and social development in AfricaThrough the aid mechanisms such as African Peace Fund and Instrument of stability, EU carries out a number of developmentsecurity nexus aid projects to promote development and security in Africa and obtained some positive resultsWhile it still has shortcomings such as the core aid policies are leading by the main members of EU, the contributions to African security are limited and the funding is lack of reliable source and sustained finance, etc
