摘要： 新时期国家治理现代化和社会治理创新成为党和政府新的时代使命和叙事话语。就目前来说，社会治理领域中社会整体结构、社会资源配置和社会问题情境还呈现出很强的非均衡性特征，使得社会风险和不确定性因素累积。传统社会管理模式无法很好地应对来自社会领域的各种风险和冲击，严重阻碍着社会治理体系和治理能力现代化的时代步伐。有必要通过社会治理理念、体制、机制和文化创新构建起包容、开放、和谐的社会治理新体系，提升社会治理能力，从而为国家治理现代化进程提供稳定的社会支持。

Abstract: National governance modernization and innovation of social governance are becoming the new mission and narrative discourse in the new era. At present, the social structure, the allocation of social resources, and the context of social problems are characterized of strong nonequilibrium, contributing to the accumulation of social risks and uncertainties. The traditional mode of social management is unable to cope well with all kinds of and challenges from the social field, which seriously hinder the pace of modernization of social governance system and capacity. So it is necessary to build up a new inclusive, open, and harmonious social system by innovation of social governance idea, system, mechanism, and enhance the ability of social governance, so as to provide a stable social support for the process of modernization of national governance.
