Abstract: Is China a regional power or global power? How to theoretically explain challenges China faces in peripheral diplomacy? What is the relationship between national governance, regional governance and global governance? This paper tries to answer the above questions from the point of international relation theory by defining the concept and characteristics of regional governance, holding that regional governance is the condition of state governance as well as the way to the national participation in global governance, and analyzing Chinas diplomatic position in the regional pattern of governance Viewing China as still a major regional power rather than a global power, the author suggests that it should mainly take the regional governance and peripheral diplomacy as priority in forthcoming foreign affairs, and in particular, attach more importance to the regional culture and ecological cooperation to sustain a promising regional policy
