摘要： 本文在分析和探讨“非营利组织”和“社会服务”这两组概念的基础上，探索性地提出了建构残疾人社会服务体系的问题，即需要建构一个包含事业单位、民间组织、社区组织、社会企业等各种性质的非营利组织，为残疾人提供专业化的社会照顾、社会支持、社区服务、医疗康复、心理咨询、教育培训、就业辅导和辅助器具的社会服务体系。

Abstract: Based on a discussion of the concepts “non-profit organization” and “social service” the paper constructs the idea of building up “a social service system for the disabled”. It refers to a social service system composed of nonprofit organizations of various types, including public institutions, civil society organizations, community organizations and social enterprises for the purpose of providing professional social care, social support, community service, medical rehabilitation, psychological consultation, education and training, employment counseling and auxiliary apparatus for the disabled.
