Abstract: Accelerating the formation of a new development pattern with the domestic cycle as the main body and the mutual promotion of the domestic and international double cycles is a strategic choice to reshape China's international cooperation and competitive advantages based on the changes in China's development stage, environment and conditions. It is also a systemic change that concerns the overall situation, and is a new development of Xi Jinping's economic thinking on socialism with Chinese characteristics in the New Era. Based on the basic principles and methods of political economy, this article points out that the cycle structure of the national economy composed of internal and external cycles is the result of the combined effect of general laws and special laws from the perspectives of theory, history, and practice. It is historically inevitable for China to construct a new development pattern. It is fully aligned with the requirements of the New Era, with new development concepts, highquality development, supplyside structural reforms, and achieving a higher level of openness.
