欧亚互联互通战略内涵及其对中欧关系的含义

摘要： 近年来欧盟特别重视与亚洲的紧密联通与合作。2018年9月，欧盟委员会发布《连接欧洲和亚洲——对欧盟战略的设想》，明确阐述了欧盟今后加强同亚洲国家间紧密联系、进而实现欧亚互联互通的行动愿景，并提出了实现欧亚互联互通的三大组成部分：建立欧亚间高效联通，建立可持续的互联互通伙伴关系，以及保证可持续性互联互通投资的数量与质量。本文简要阐析欧盟出台欧亚互联互通战略的主要动因和蕴含的原则理念，在此基础上重点阐述了其核心政策框架及其内涵，并分析其对中欧关系的潜在含义。

Abstract: Recently EU attaches much more importance to the closer cooperation and connectivity with AsiaIn September, 2018, the European Commission adopted a Communication named “Connecting Europe and AsiaBuilding blocks for an EU Strategy”.The document clearly sets out the EU s vision for a new and comprehensive strategy to better connect Europe and AsiaIt also puts forward three strands to enhance the connectivity: building efficient connections between Europe and Asia,building international partnerships for sustainable connectivity, and leveraging sustainable finance for investmentsThis paper discusses the major motivations of the EU strategy toward connecting Asia and Europe, and then mainly focuses on the basic principles and core policies of the strategy, and finally analyses its potential impact on EUChina relations
