Abstract: There exist theoretical flaws on public economics under the research paradigm of new classical economics, which includes the impossibility of explaining the phenomenon of voluntary provision of public goods or cooperation behavior in public sector. Economists have made many studies on these problems by using experimental research methods and the achievements contribute to the rise of behavioral public economics. This paper reviews the fundamental thought of behavioral public economics from three levels which contain public goods provision, public choice and public finance. Based on this theory, the authors will provide policy advice to solve problems among public sector during social economic transition period in our country.
