规范性外交框架下的“保护的责任”

摘要:

保护的责任作为一种规范在国际社会中逐渐达成共识。在全球各行为体开始关注规范性外交的背景下,“保护的责任”被纳入到规范性外交框架中,规范性外交主体由此获得相关话语权,进而影响其他国际行为体,实现其目标。规范性外交有两种表现形式,其一是国际行为体为实现其规范目标而进行的外交活动;其二是国际行为体为实现其外交目标而进行的规范性外交。通过梳理“保护的责任”的发展历程,显示出该规范已经在国际社会得到不同程度的接受与认可。考虑到规范主导国家的地位作用,国际社会主要力量对“保护的责任”的发展起到重要作用,这就为各行为体将“保护的责任”这一规范纳入到规范性外交的框架提供了可能性。在规范性外交框架下,主要全球行为体,包括欧盟、美国及新兴国家群体,对“保护的责任”这一规范的理解与实践也在影响着这一规范本身的发展。

Abstract:

“The responsibility of protection” as a norm has gradually become a consensus in the international community. In the context that all the actors in the world begin to pay attention to normative diplomacy, “the responsibility of protection” has been incorporated into the framework of normative diplomacy. There are two forms of normative diplomacy. One is the diplomatic activities of the international actors aiming at the realization of their normative objectives. The other is the normative diplomacy of international actors aiming at achieving their diplomatic goals. The main force of the international community has played an important role in the development of “the responsibility of protection”, which provides the possibility for the “the responsibility of protection” into the framework of normative diplomacy. Under the framework of normative diplomacy, the understanding and practice of the “the responsibility of protection” of the main global actors, including the European Union, the United States and the emerging powers, is affecting the development of the norms.
