新时期大国双边合作机制建设 ——以中美关系为例*

摘要: 进入新时期以来,大国双边关系机制化建设速度加快。中美建交后,两国关系经过数十年艰难曲折的调整与发展,终于迎来了迈向机制化的进程。目前共形成了涵盖诸多领域的90余个对话合作机制。这些合作与对话机制的建立,经历了中美关系发展的不同阶段,并表现出不同的特点。从覆盖范围上看,涵盖领域广泛、议题丰富;从层次上看,建立了从民间到高层的多维度对话合作机制,呈现立体化交往;从形式上看,由分散、重叠向统一、整合方向发展;同时,也存在各个领域合作机制发展水平不均衡等缺憾。在全面建设中美新型大国关系的今天,对中美对话合作机制进行系统分析和整体评估,有利于两国关系的深度调整,建设性地推进新型大国关系的健康发展。

Abstract: Since the starting of the new era, the construction of the bilateral relation mechanism between big powers has speed up. After the establishment of diplomatic relations, SinoUS relations have witnessed decades of adjustment and development and ushered in the process towards mechanism. China and the United States have formed more than 90 dialogue and cooperation mechanisms covering many areas. From the coverage scope, it covers a wide range of areas and topics; from the structure, it has built multidimensional dialogue and cooperation mechanism from folk to highlevel. At the same time, there are also defect such as uneven development in various cooperation in SinoUS relations. In the  comprehensive construction of the new SinoUS relations today, the analysis and overall evaluation on the SinoUS dialogue and cooperation mechanism will benefit the healthy development of the construction of a new type of major country relationship.
