摘要： 低碳发展就必然涉及价格体系的调整和改变。在中国推进低碳发展的进程中，调整能源消费结构和提升能源使用效率是极其关键的问题，而实现这一使命的最大抓手无疑就是能源价格的改革。能源价格的经济关联既深又广，一头联系着能源的生产与供给，另一头联系着能源的需求与消费，这两头又联系着整个国民经济体系，是国民经济发展的重要物质基础和动力系统。

Abstract: The development of low carbon is inevitably involved with the adjustment and changes of the price system. To promote low carbon development in China, it is a crucial problem to adjust the structure of energy consumption and improve the efficiency of energy use. The reform of the energy price is  undoubtedly the starting point to achieve this mission. On the one hand, energy prices are linked with the production and supply of energy, on the other hand it is connected with the demand and consumption of energy. The reform of the energy price provides the important material base and power system for the national economic development.
