Abstract: Since the country's opening and reform,the CPC has made every effort to ensure a correct form and direction for enhancing socialist democracy with Chinese characteristics. First of all,it has drawn a lesson from the past by putting an end to the “ultra-democratic” practices marked by the so-called right to speak out freely,air views fully,hold great debates and write big-character posters. It has also raised the proposal of putting democracy on the track of legalization and institutionalization. Then,in light of the new conditions arising in the process of economic restructuring and social development,the CPC has launched the strategy of governing the country in accordance with law,thus further approaching the desired level of legalization. Moreover,in view of the new situation it has been faced with since the beginning of the new century,it has put forward its aim to institutionalize,standardize and proceduralize socialist democratic politics. A retrospect of this entire process will help us understand the necessary means and implications of promoting socialist democracy with Chinese characteristics,creating a stronger confidence and sense of urgency for its further development.
