摘要/Abstract

摘要： 本文试图从比较政策研究的角度考察欧盟的组织性质。通过与一般性国际组织和主权国家政府的双向比较,说明欧盟是一个以其广泛的政策介入领域和深入的政策干预功能为突出特征、以共同解决成员国所面临的共同问题为根本目标、以政府间条约为法律形式和政府间合作为基础,并以强大的超国家机构为组织核心、不断向着更高层次的一体化演进的一体化组织。这正是欧盟既不同于一般的主权国家又不同于其他任何国际组织的特质所在。

Abstract: This article attempts to examine the nature and characteristics of European Union by a two-way comparison between the EU and ordinary international organizations or sovereign states. The author argues the EU an integration organization aiming at resolving common problems faced by its member states,an organization characterized as extensive policy involvement and deep interference function,an organization confined by intergovernmental treaties and based on cooperation with powerful supranational apparatus as its organizational core,and will evolve into higher level gradually.Above are the reasons that make the EU differ from any other international organization of nation-state.
