    The Revival of Critical Theory: A Review of Marxist Labor Relations Research from the Perspective of Globalization

    Neoliberal globalization has emerged on a foundation of replacing the old with the new in international political economy: the dissolution of traditional modes of production based on national borders, the emergence of the multipolar global political landscape, and the establishment of the neoliberal international economic order. These changes have systematically challenged the relatively stable industry/labor relations systems established by the postwar Western capitalist countries following the logical chain of “consumerism”“Fordist mass production”“trade unionism”“welfare states”. In the Western labor relations domain, the mainstream paradigm of pluralism has been therefore experiencing a difficult transformation. A new historical opportunity has arisen for the critical labor relations paradigm, at the kernel of which are Marxs historical materialism and the theory of surplus value. And compared with pluralism, it has shown stronger explanatory power for labor relations issues in the new era. Specifically, with the end of the postwar “Golden Age of Capitalism”, Marxist historical materialists have once again seen hopes of challenging the capitalist hegemony on a global scale. The theory of surplus value from the micro perspective has regained its explanatory power for the digitalized modes of production through its deep insights into algorithmic control and digital labor. By reviewing the latest development of these two schools of thought, this paper finds a revival of critical theory in the debates over a series of important issues in the field of labor relations in a globalizing world. This paper concludes with a discussion of the significance of these theories in constructing an independent knowledge system of labor relations and accounting for crucial labor relations issues in contemporary China.

    Types and Genealogy: A Morphological Perspective of the Classification of Ideological and Political Education

    The morphology that carries out research on the complex and everchanging phenomena of ideological and political education is of enlightening significance. To construct a morphological standard in the classification of ideological and political education in a true sense, it is necessary to follow the principles of unity of externality and internality, unity of functional and hierarchical standards, and unity of logical and historical standards. The morphological perspective of the classification of ideological and political education includes three analytical dimensions: elements, structure and function. Taking these as the classification standards and analytical dimensions, ideological and political education can be divided into lifelike forms, specialized forms, scientific forms, socialized forms and humanistic forms. The five forms present a hierarchical and progressive relationship based on function, an alternating and fusion relationship based on evolution, and a relationship of polymorphic coexistence based on space, thereby showing the inherent genealogical characteristics.

    “Skills”, “Doctrines” and “Studies” of Ideological and Political Education

    “Skills”, “doctrines” and “studies” are important dimensions for understanding the existence and development forms of ideological and political education. “Skills” embody the dimension of the practical application and methodology of ideological and political education, which have experienced the evolution from being “perceptual” to “rational” to being “methodological”. “Doctrines” refer to the dimension of the law and direction of ideological and political education, which have three connotations of “reason”, “road” and “morality”. “Studies” reflect the dimension of the knowledge body, i.e. the scientification of the discipline of ideological and political education, which have meanings of “research”, “discipline” and “science”. From “skills” through “doctrines” to “studies”, the evolution reflects the historical process of the development of ideological and political education from experience to a theory to a discipline, and demonstrates the development process of the cognitive mode of ideological and political education from a thinking pattern that focuses on skills to rational thinking and then to scientific thinking. At the same time, there are crossintegration and interactive relationships between the three, forming an internally unified whole.

    Implementing the Employment Priority Strategy and Promoting Sufficient Employment of High Quality

    Implementing the strategy of employment priority is an inevitable requirement for fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and part and parcel of the efforts to promote Chinesestyle modernization. It is also an important content of improving people's wellbeing and a fundamental strategy to solve employment problems. To implement the employment priority strategy, we must adopt a problemoriented approach and apply systems thinking. Focusing on perspectives such as protecting employment rights of laborers, creating labor demand, promoting labor supply, optimizing the matching of labor supply and demand, and others alike, we should seek ways to solve the problem deeply and comprehensively, build a comprehensive employment policy system and employment policy evaluation and audit systems, and explore the establishment of new labor economics with more explanatory power based on Chinas employment practices and the evolution of employment paradigms.

    During the Twelfth Five-year Plan period,the contradiction of total labor supply exceeding demand still poses a major problem,and insufficient employability is becoming increasingly serious.Therefore,more priority should be put on the issue of employment strategy.On the basis of an analysis of China’s economic development and the labor market during the Twelfth Five-year Plan period,three basic principles of employment strategies are proposed.The principles are as follows: the governance strategy should be embodied,the economic development model should be supported,and the needs of the labor market should be met.In light of these principles,the authors suggest that during the Twelfth Five-year Plan period priority should be put on the employment policies.

    Supportive employment policies in favor of the disabled is an important research topic in the course of constructing harmonious socialist society.China’s concern about employment of the disabled started during the Eighth Five-year Plan period and by now a relatively complete system of policies has been established.The paper attempts to study the existing supportive employment policies for the disabled with respect to supportive policies concerning supply of labors,needs and matching in the light of the labor market policies.The author points out that great advancement has been achieved in the supportive employment policy system for the disabled.However,further progree in this system demands the collaborative efforts of the government,enterprises,educational institutes and people at large.
