Abstract: Implementing the strategy of employment priority is an inevitable requirement for fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and part and parcel of the efforts to promote Chinesestyle modernization. It is also an important content of improving people's wellbeing and a fundamental strategy to solve employment problems. To implement the employment priority strategy, we must adopt a problemoriented approach and apply systems thinking. Focusing on perspectives such as protecting employment rights of laborers, creating labor demand, promoting labor supply, optimizing the matching of labor supply and demand, and others alike, we should seek ways to solve the problem deeply and comprehensively, build a comprehensive employment policy system and employment policy evaluation and audit systems, and explore the establishment of new labor economics with more explanatory power based on Chinas employment practices and the evolution of employment paradigms.

摘要: 实施就业优先战略是全面贯彻习近平新时代中国特色社会主义思想的必然要求,是推进中国式现代化的应有之义,是增进民生福祉的重要内容和解决就业问题的根本之策。实施就业优先战略必须坚持问题导向和系统观念,从保护劳动者就业权利、创造劳动力需求、促进劳动力供给、优化劳动力供求匹配等方面,全面深入寻找解决问题的路径和举措,构建综合性就业政策体系与就业政策评估审计制度,并探索建立基于中国就业实践和就业范式演进规律的更具解释力的新劳动经济学。
