    The Social Policy Construction in Response to Rural Revitalization: Paradigm Innovation, Structural Optimization and Promotion Strategy

    Focusing on the implementation of rural revitalization, this paper reveals the tension between the implementation of the rural revitalization strategy for social policies and the current situation of social policy construction based on the relationship between the complex roles and functions of social policies and the multilevel strategic goals of rural revitalization. The current rural social policies are about to undergo comprehensive and profound structural transformation. The reform can be implemented in the following aspects: (1) in terms of horizontal structure, the transformation of social policies from supplementary to institutionbased should be promoted, and social policies should ensure basic needs; (2) in terms of vertical structure, the transformation of rural social policies from a flat to a multilevel structure should be accelerated; (3) in terms of content, social policies should be made based on the principal contradictions facing Chinese society and changes in the peoples needs, realizing the transformation of goals of rural social policies from subsistence to common prosperity, and meeting the needs of rural people for a better life; and (4) in terms of promote urbanrural structure, the transformation from differentiated to integrated social policies should be realized to urbanrural integration and the integration of social policies across the whole country. In response to the reform and innovation of social policies for rural revitalization, these transformations should be carried out in stages based on the Second Centenary Goal through the Chinese path to modernization and the strategic goals of rural revitalization, which require overall planning and coordination with the national strategic plans. Policies should be weighted more heavily toward rural revitalization, and collaboration between eastern and western regions and that between multiple actors should be intensified.

    The Nature, Influence and Governance Strategy of Employment in Delivery Platform Enterprises

    At present, the employment conditions of delivery workers in the platform economy do not meet the requirements of “achieving more sufficient employment of higher quality” proposed in the report to the 20th National Congress of the Communist Party of China. According to Marx's surplus value theory and ideas on wage labor, the reasons why delivery workers fall into relative poverty can be summarized as follows: the substantial subordination of delivery workers to delivery platform enterprises, the autocratic management of delivery platform enterprises to delivery workers, and the reverse change of labor efficiency and piece rate wage of the delivery workers. This analysis framework also provides theoretical support for clarifying the employment relationship between delivery platform enterprises and delivery workers. However, in reality, delivery platform enterprises deliberately blur the identity of delivery workers as wage laborers, in which the normalization of overwork, “rationalization” of labor risks, and mobility of labor conflicts become the new features of delivery workers. Therefore, the key to employment governance of delivery platform enterprises is to make clear the employment relationship between delivery platform enterprises and delivery workers. On this basis, it is also necessary to improve the matching degree between labor intensity and wages, strengthen occupational safety protection, and improve the conflict resolution mechanism, so as to promote the internal unity of the highquality development of delivery platform enterprises and the high-quality employment of delivery workers.

    A study of the economic history of countries of market economy established the fact that there have always been some economic theories behind the macroeconomic policies of these countries.However,as the economic policies supported by specific economic theories are meant to address particular economic issues,they may inevitably lead to unpredictable negative consequences.In this sense,China may take the advantage of being a developing country to draw on the ready lessons of developed countries.Thus,our economic policies may be more scientifically made instead of simply repeating the negative results of the failures of forerunners.

    The authors maintain that since the implementation of the reform and open-up policies marked progress in anti-poverty policy-making has been achieved.However,considering the new tendency and characters of anti-poverty policies abroad,ours have showed many defects.The shift of focus has lagged behind,relevant policies are made only by a single body of organization,involvement on the part of the subjects is insufficient,the level of open-up is low,the operational measures are traditional,to name a few.It is an urgent task that we refer to international anti-poverty policies to promote reform and innovation of our own.

    Social justice is one of the basic characteristics of harmonious society.To ensure that all the people enjoy a fair share of the achievements of social development is the essential pursuit and focus of social justice.Since institution functions to safeguard social justice,the paper attempts to present a comprehensive discussion of relevant institutional aspects and their operational mechanism.The institutional aspects discussed include construction of the institutions of financial transferring payments,income distribution,coordination of taxation,social security and social mutual assistance.Discussion of the operational mechanism,on the other hand,consists of those of appealing and reaction,democratic participation,integration and coordination,evaluation and revision.

    The author holds that in a society where the government and the social security system do not exercise sufficient power to ensure guarantee of the rights of the unprivileged, it is of significant importance to resort to organizations of young volunteers whose volunteer services can perform the role, as a compensation, of protecting the basic rights of the unprivileged and, in turn, promote social justice and harmony. Considering the nature and demands of volunteer service for the unprivileged as being perpetual, complicated and highly professional, certain service as offered by the young volunteers is still in need of improvement.

    With the quickening steps of social transition,the problems of the underprivileged become serious,which will undoubtedly bring harmful effect to establishing harmony in the society.Here social policies perform a unique function of supporting the underprivileged,solving social problems and promoting social justice.Unfortunately,the limitations of the current social policies in China,such as being subordinate,incomplete,discriminating unsteady and of low efficiency.Therefore,the author concludes,it is time that we speed up the reform of the social policy system.

    Offensive Realism is a new realist school which has sharply risen in the United States. This article introduces the theory frame and its main viewpoints, and makes some comments on it; meanwhile it criticizes the outlooks of China Threat presented in this theory. Though Offensive Realism has some practical meanings, most of its outlooks are relatively radical, especially the predication about China’s future, something like deliberately exaggeration.

Since the modern time the Chinese cultural conservatism has adhered to the philosophical concept of metathysics of morality and held that philosophy is meaningful only at the subjective level.     All the new developments in economic theories arise from interpretation of practical economic problems. The theory of demand management, for instance, was raised by Keynes under circumstances of wide spread economic depression, while the theory of supply was born of stagnation, the negative effect of Keynes economic policies. In China today, we do face problems concerning demand, but these problems seem to have taken root in problems of supply.
