全球治理“碎片化”背景下非政府组织角色的变化——以环境治理领域为例

Abstract: The current global governance process has encountered difficulties, and issues of “fragmentation” and lack of leadership have become increasingly visible. As the main body of global governance evolves from a traditional multilateral mechanism to a complex containing multiple actors and multidimensional mechanisms, the role of nonstate actors is facing profound change, and their interaction with traditional state actors and intergovernmental organizations is showing a new development trend. Taking the environmental field as an example, this paper explores the evolution mechanism and development trend of the role of nongovernmental organizations under the “fragmented” governance landscape, as well as its influence and enlightenment on Chinas deep participation in and leading of the reform of the global governance system in the new era.

摘要: 当前全球治理进程遭遇困局,治理“碎片化”与领导力缺失的困境日渐显现。笔者认为,伴随全球治理主体从传统的大多边政府机制演变为包含多元行为体和多维治理机制的复合体,非国家行为体的角色正面临深刻重塑,其同传统国家行为体与政府间国际组织的互动关系日益呈现新的发展态势。论文以环境领域为例,深入探究治理“碎片化”图景下非政府组织角色功能的演进机理与发展趋向,以及其对新时期中国深度参与、引领全球治理体系变革的影响和启示。
