Abstract: The RussiaUkraine conflict has exacerbated the energy crisis facing the European Union (EU), and the strategic value of Africa as an alternative energy partner has become increasingly evident. This article traces the latest developments in the EUs energy policy towards Africa and argues that, with the considerations in four aspects, ie. energy security, market interests, climate leadership and geopolitics, the EU takes the acceleration of energy transition as the main focus and the natural gas trade as a supplement. In the new geopolitical context, the EUs energy policy towards Africa not only affects the energy transition process in both the EU and Africa directly, but also brings great challenges and opportunities to China, which attaches great importance to Africas strategic value.

摘要: 俄乌冲突加剧了欧盟面临的能源危机,非洲作为替代能源伙伴的战略价值日益凸显。欧盟对非政策的最新动态是基于能源安全、市场利益、气候领导力和地缘政治四方面的考虑,采取了加快能源转型为主,维持天然气贸易为辅的对非能源政策。在新地缘形势下,欧盟对非能源政策直接影响欧非双方的能源转型进程,也为重视非洲战略价值的中国带来挑战与机遇。
