约制与规化:西方社会治理中的公民教育

Abstract: Citizen education originated from the practice of western social governance, and it has changed with social development and shift. Citizen education is embodied as civic moral education in the governance of classical citystates, and as religious belief education in social governance in the era of theological rule. It established the tradition of civic education rule of law in the transformation of modern Western social forms, and it has flourished in modern and contemporary social governance. Citizen education is in line with the characteristics of Western social governance that emphasizes the spirit of rule of law, awareness of rules, and multiple governance, and provides support for social governance in terms of institutional constraints and rule education. The role of civic education in Western social governance provides a good mirror for my country's social governance in the new era. We must learn from Western social governance theories and practical results, but we must also integrate our own reality. Ideological and political education is the main channel for China to train citizens, and it can become an important way to improve national governance capabilities in the new era.

摘要: 公民教育起源于西方社会治理实践,并且随着社会发展和整体改变而产生流变。公民教育在古典城邦治理中体现为公民德性教育,在神学统治时代社会治理中体现为宗教信仰教育,近代西方社会形态转变中确立了公民教育法治主义传统,在现当代社会治理中走向繁荣。公民教育切合西方社会治理注重法治精神、规则意识和多元治理的特点,在制度约制和规则教化两方面为社会治理提供支撑。公民教育在西方社会治理中发挥的作用为新时代我国社会治理提供了很好的镜鉴。我们要学习借鉴西方社会治理理论与实践成果,但也要结合自身的实际,思想政治教育是我国培养公民的主要渠道,可以成为新时代提升国家治理能力的重要方式。
