Abstract: The government plays an important role in the process of firm innovation. However, in theoretical and empirical studies, there is no unanimous conclusion about whether government behavior promotes or inhibits firm innovation.  In order to reveal the mystery of government behavior and firm innovation, this paper examines the existing literature from theoretical logic and quantitative methods. We found that the measurement errors of the key variables in the research design, randomness of sample selection and estimation methods are the main reasons for the inconsistency of conclusions. At the same time, the excessive simplification of government behavior and technological innovation is an important limitation in the current research. In view of the shortcomings in the implementation of the current government policies supporting enterprise innovation, the key is to improve the government's industrial management capabilities, enhance benign interactions between governments and firms, and formulate effective innovation incentive policies with the help of experimental governance.
