Abstract: he influence of history and culture upon the social system is important but not decisive. The importance attached to Historical and cultural factors in system of contemporary China is a socialist consciousness as well as a consciousness of globalization. From the deep to the shallow, from the macro to the micro, from politics to culture and from the interior to diplomacy, Chinas system contains abundant historical and cultural factors. The system construction should not only be rooted in history, but also face the the modern times; not only absorb the essence of history, but also eliminate cultural dross; not only based on China, but also face the world. The system construction should not only attach importance to history and culture, but also adhere to the basic principles of socialism to avert directive distraction.

摘要： 历史文化对社会制度的影响是重要的，但不是决定性的。中国社会制度深深扎根于历史文化之中。当今中国重视制度的历史文化因素，是对社会主义认识深化的自觉，是对全球化认识深化的自觉。中国制度从深层次到浅层次、从宏观到微观、从政治到文化、从内政到外交，都蕴含着丰富的历史文化因素。社会制度与历史文化关系要辩证把握。制度建设既要扎根历史，又要面向时代；既要汲取历史精华，又要剔除文化糟粕；既要立足中国，又要面向世界。制度建设既要重视历史文化，更要坚持社会主义基本原则,不能搞喧宾夺主。
