Abstract: In recent years, housing has become a social problem concerning peoples livelihood which attracted more and more attention from all walks of lifeBased on previous research, this paper separates some stylized facts with less attention in the past from the complexities of the real estate marketThe author thinks that the factors of Chinesestyle decentralization such as the division of the city administrative level are the important institutional reasons for the unreasonable rising of the house pricesIf the reform of city administrative level system stays behind, the control of the house prices will fall into vicious circle of “more control, higher prices”

摘要: 近年来,房价问题日益成为社会各界高度关注的民生问题和社会问题。本文在以往研究的基础上,从纷繁复杂的房地产市场中抽离出若干以往较少被关注的典型化事实,作者认为,以划分城市行政层级为典型的一些不合理的中国式分权因素,是引致房价不合理上涨和城市间房价结构化差异的重要制度原因。如果不对层级化的城市行政管理体制进行改革,房价调控将会陷入“越调越涨”的怪圈之中。
