摘要： 冷战结束以来，国际组织的公共外交功能和影响日益凸显。对于和平崛起进程中的社会主义中国而言，决策性地利用国际组织平台开展公共外交已经不仅成为维护、拓展我国现实国家利益的重要举措,同时也成为当代中国塑造国际形象、增强国际话语权和提升软实力不可或缺的重要途径。
