摘要： 财产权是公民的基本权利。长期以来，我国农民的财产权利概念模糊。为了激发经济增长潜能，推动城乡一体化，统筹解决“三农”问题，十八届三中全会提出赋予农民更多财产权利。农民的财产权利主要包括土地承包经营权、宅基地使用权和集体收益分配权。自农村改革以来，农民的财产权利尤其是对集体土地的承包经营权利不断增加，但是对宅基地使用权、集体收益分配权的改革滞后于经济发展要求。落实中共中央关于赋予农民更多财产权利的重大决定，要重点做好农民财产权利界定、产权流转交易市场培育和服务监管等工作。
