Abstract: Presidentialism and parliamentarism are the two main types of administrative institutions in western countries.Western scholars has debated drastically on which one is more suitable for democractic consolidation,presidentialism or parliamentarism,from 1990.Though it is not end until now,it deepden our understanding of the mechanism of these two institutions.

摘要: 总统制和议会制是自由民主国家两种主要的行政制度类型,自20世纪90年代以来,西方学界对于二者孰优孰劣的问题展开了激烈的争论。尽管这场争论至今尚未完全尘埃落定,但它确实深化了我们对于两种行政制度运作机制的认识。
