Abstract: The Charter of the Anshan Iron and Steel Company is the product of the special period of the great leap forward" . Its essential ideas lie in the slogan two participation, one reform, and three combination" . This is a greatachiev ement of Mao Zedong in his attempt to get rid of the Soviet model of business management in industry , andto probe into possibilities of creating Chinese models of development in industrial business. It has its historic limitations, though. The author points out that while the Charter is related to Seventy Regulations in Industry (ADraft) " in certain aspects, they ha e many differences, too. They both played an important ro lein our industrialbusiness manag ement , and should be appraised under the historic circumstances of that particular period.

摘要： 本文认为:鞍钢宪法产生于“大跃进”的特殊年代,中心思想是“两参一改三结合”;它是毛泽东力求跳出苏联企业管理模式,探索有中国特色的工业企业发展模式的重要成果,但也有历史局限性;鞍钢宪法与《工业七十条(草案)》既有联系,又有区别,都对我国的工业企业管理产生了重大影响,应当放到当时的历史条件下加以具体分析。
