Abstract: The discourse dimension constitutes an endogenous issue within ideological and political education. Constructing a robust discourse system has served as the central focus of the Communist Party of Chinas centurylong praxis in ideological and political education and the development of the discipline of ideological and political education over the past four decades. From the perspective of the theme of the times, the discourse system of ideological and political education in the new era focuses on the theme of rejuvenation around achieving the great rejuvenation of the Chinese nation, the theme of educating people around enhancing ideological and political guidance and clearing doubts, the theme of debate around competing for discourse power in international communication, and the theme of digital intelligence around adapting to the new round of information technology revolution. In terms of intrinsic qualities, the discourse system of ideological and political education presents the generative qualities of realism, subjectivity and knowledge, the elemental qualities of political discourse, academic discourse and life discourse, and the transformative qualities of rationalization, popularization and increased engagement. From the perspective of construction focuses, it is necessary to strengthen the value orientation of the discourse system in adhering to the mainstream ideology, consolidate the theoretical foundation of the discourse system in building an independent knowledge system, strengthen the substantive foundation of the discourse system through globallyacclaimed achievements, and draw cultural nourishment for the discourse system from the preservation of Chinese civilization.

摘要： 话语问题是思想政治教育的内生性问题，构建话语体系是中国共产党百余年思想政治教育实践和40余年思想政治教育学科发展的重要指向。从时代主题看，新时代思想政治教育话语体系集中围绕实现中华民族伟大复兴的复兴话语主题、增强思政引领与解疑释惑的育人话语主题、在国际传播中争夺话语权的论争话语主题以及适应新一轮信息技术革命的数智话语主题。从内在特质看，思想政治教育话语体系呈现出现实性、主体性、知识性的生成特质，政治话语、学术话语、生活话语的要素特质，学理化、通俗化、趣味化的转化特质。从建构重点看，要在坚持主流意识形态中强化话语体系的价值导向，在建设自主知识体系中夯实话语体系的理论基础，在举世瞩目成就中加强话语体系的内容支撑，在传承中华文明中汲取话语体系的文化滋养。
