Abstract: Since the beginning of the new era, a new round of “China threat theory” has reemerged in Western countries, showing new features such as having multiple and coordinated subjects in setting agenda of threats from China, presenting innovative content, adopting diverse means and methods, and reaching wider audiences. This is not only a practical need for Western countries represented by the United States to pass on their domestic crises and maintain their hegemonic status, but also an important means for them to contain Chinas development and strengthen their strategic defense. In response to the new characteristics and manifestations of the new round of “China threat theory”, China has strengthened its strategic thinking on the basis of maintaining its strategic focus, actively solved problems and taken the initiative in agenda setting, and thus made a strong response to this argument. In the future, in response to the evolution and upgrading of “China threat theory”, efforts will be made to build a threedimensional, multilevel, and focused response and handling system, construct Chinas discourse and narrative systems, innovate discourse communication methods, enhance the synergy of external communication, and help better tell Chinas stories.

摘要： 进入新时代以来，新一轮“中国威胁论”在西方国家再度兴起，并呈现威胁议题设置主体多元协同、内容花样翻新、手段方式多样、受众更趋广泛等新表征。这既是以美国为代表的西方国家转嫁国内危机、维护霸权地位的现实需要，也是其遏制中国发展、强化战略防范的重要手段。针对新一轮“中国威胁论”呈现的新特征新表现，中国在保持战略定力的基础上强化战略思维，积极破题、主动立题，对该论调作出了有力回应。面对“中国威胁论”的演变升级，应着力打造立体化、多层次、分众式的应对处置体系，构建中国话语和中国叙事体系，创新话语传播方式，增强对外传播合力，助力讲好中国故事。
