Abstract: “Societywide prevention and control effort” is one of the frequently used terms in the public security governance in contemporary China. It is not only a guiding concept of public security, but also a particular system of public security. The concept of “societywide prevention and control effort” has gone through different development stages such as exploration, reform, establishment, consolidation, and improvement, through which the efficiency of the system has been continuously optimized and improved. In the crime prevention and governance processes such as crackdown, reform, prevention, publicity and education, it is complementary to the performance of duties and functions in accordance with the law by specialized bodies. In contemporary China, “societywide prevention and control effort” has been continuously consolidated and developed in the process of integrating the dual values of being “instrumental” and serving “purposes”. Affected by the three forces of government, market, and science and technology, it shows the development trend of continuously improving independent participation on the basis of mobilized participation, and highlights the improvement and development of national security governance capacity in contemporary China. In the new historical context, it is necessary to further enhance internal and external driving forces and increase facilitating forces for the development of “societywide prevention and control effort”.

摘要： “群防群治”是当代中国治安治理中使用频率较高的专有名词之一，它既是治安指导理念，也是治安工作制度。“群防群治”先后经历了探索、改革、确立、巩固、完善等不同发展阶段，制度效能不断优化与提升；在打击、改造、防范、宣传教育等犯罪预防与治理环节中与专门机关依法履行职责形成互补。当代中国“群防群治”在兼具“工具性”和“目的性”两重价值统一的进程中不断巩固与发展；并受政府、市场、科技三种力量的影响，显示了在动员式参与基础上持续提升自主参与度的趋向，彰显了当代中国国家治安治理能力的提升和发展。在新的历史条件下，要进一步增强“群防群治”发展的内驱力、外动力及助推力。
