Abstract: he process of public governance is the process of realizing and creating the value of public governance. The value of public governance not only shapes the legitimacy of governance, but also affects the rationality of governance. The crisis of contemporary public governance is a value crisis. The root of the value crisis lies in the paradox of modern rationalism. To rebuild the value of public governance, it is necessary to reaffirm the core value of public governance through means such as public education and moral practice.

摘要： 公共治理的过程乃是公共治理的价值实现和创造的过程。公共治理的价值不仅型塑着治理的合法性，亦影响着治理的合理性。当代公共治理的危机乃是价值危机。价值危机的根源在于现代理性主义的吊诡。重建公共治理的价值，要重新确认公共治理的核心价值，并透过公共教育、道德实践等途径进行。
