摘要： 战略产业具有明确的政策导向、关键的带动作用和可持续性的影响三个关键特征，对于国民经济的发展起着“牵一发而动全身”的作用。因此，需要政府对其进行准确选择、合理规划、适度调控。鉴于产业关联理论具有完善的内容体系并契合了战略产业的核心特征，本文选择基于产业关联视角，并拆分为关联的内容和关联的形式两个维度，对于战略产业的选择问题提供了更加结构化的思考框架，构建起以科技投入为代表的战略产业选择模型。有鉴于此，政府在选择战略产业时应立足产业关联，加强顶层设计，识别和发挥战略产业的带动作用；突出主要矛盾，做好时序规划，实现市场与政策间的紧密协同。

Abstract:  The strategic industry has three key characteristics: clear policy orientation, key driving effects and sustainability of impact. It plays a role like “pull one hair and the whole body is affected” in the development of the national economy. Therefore, the government needs accurate selection, reasonable planning, and appropriate regulation of strategic industries. In view of the fact that the industry linkage theory has a perfect content system and fits the core characteristics of the strategic industry, this paper chooses the perspective of industrial linkage and further splits into two dimensions: content of linkage and form of linkage, which provide a more structured approach to the selection of strategic industries and a strategic industry selection model with science and technology input as an example was then constructed. Based on the above analysis, when selecting a strategic industry, the government should: strengthen the toplevel design based on the twodimensional perspective and effectively identify the spillover effects of strategic industries; highlight the main contradictions and make a good time sequence planning, achieve a close coordination between the market and the policy.
