Abstract: The list of small and micro power in rural areas is the exploration of the effective restriction of power at the grassroots autonomous organization. Under the guidance of the general policy of the central government, the list of small and micro power in rural areas reflects the important innovation in the dimension of social governance. Through the list of small and micro power in rural areas, the exercise of power in grassroots governance bodies can be effectively checked and balanced and standardized. In Ninghai County Zhejiang Province, the list of small and micro power in rural areas has typical representative experience. Its innovations are mainly embodied in three aspects: the setting up of the list, the reconstruction of power and the guarantee of measures. Of course, in the process of practice, the list of small and micro power in rural areas is also facing the problems of rising costs, inefficiency and inadequate checks and balances of power, which need to be further improved. The small and micro power list system in rural areas will become an important measure of social governance in China and a possible breakthrough in political reform.
