摘要： 本文将人民代表大会制度置于中国治理现代化进程中加以考察，从整体性角度衡量这一制度在国家治理体系中发挥的体系绩效，有利于更全面客观地分析其地位、作用和发展前景。将执政党的意志通过民主形式转化为国家意志和根据经济社会发展及国家治理的需要，完成立法，是人民代表大会制度承担的两个基本的体系功能。尽管这些功能不断实现，但是还带有很强的形式性，需要采取更为切实的举措，实现从形式向实质的转化。

Abstract: This paper examines the People s Congress system in the process of China s modernization of governance and measures the performance of the system in the national governance system from overall perspective, which is conducive to a more comprehensive and objective analysis of its status, function and development prospectThe two basic functions of the system of People s Congress include: the ruling party s will can be transformed into the will of the state through democratic form and complete legislation according to the needs of economic, social development and national governanceThese functions are still tinted with strong formalism though they constantly achieve the goalWe need to take more effective measures to transform from formalism to the essence of democracy
